On April 28, 2009, the Ministry of Science and Technology officially released the reply to the pilot work of the "Ten Cities and Ten Thousand Lamps" semiconductor lighting application project in Tianjin, Shijiazhuang City, Hebei Province, Baoding City, Hebei Province, Dalian City, Liaoning Province, Harbin City, Heilongjiang Province, Shanghai, Yangzhou City, Jiangsu Province, Ningbo City, Zhejiang Province, Hangzhou City, Zhejiang Province, Xiamen City, Fujian Province, Fuzhou City, Fujian Province, Nanchang City, Jiangxi Province, Weifang City, Shandong Province, Zhengzhou City, Henan Province, Wuhan City, Hubei Province, Shenzhen City, Guangdong Province, 21 cities, including Dongguan City in Guangdong Province, Chengdu City in Sichuan Province, Mianyang City in Sichuan Province, Chongqing Municipality and Xi'an City in Shaanxi Province, have carried out pilot work on semiconductor lighting application projects (hereinafter referred to as "Ten Cities and Ten Thousand Lamps").

Environmental protection issues are becoming increasingly prominent, China continues to promote energy-saving policies, China is expected to invest a total of 4 trillion yuan by the end of 2010 to stimulate the economy, which LED (light-emitting diode) industry will benefit from this, in addition to China will also hold the Shanghai World Expo, Guangzhou Asian Games, Shandong National Games, Shenzhen Universiade, these large-scale activities need LED street lighting landscape lighting and large-scale billboard projects will be tendered, the LED industry prospects have an incentive effect.

The development of LED lighting has good social benefits and broad market prospects. It is estimated that by 2010, the output ＆#118alue of China's semiconductor lighting and related industries will reach 150 billion yuan. The application of LED lighting will save 200 billion kWh of electricity in China, and the national industrial policy and the successive legal planning have reflected the strategic ideas for the development of circular economy and the development of green energy-saving lighting products.

In addition to energy saving, the biggest advantage of LED lighting is that it does not contain harmful metal substances such as mercury, which can greatly reduce the pollution of mercury and lead to the environment after replacing traditional lighting. Taking the application of backlight as an example, global PC shipments in 2008 are expected to reach 296 million units (IDC forecast), if LED replaces half of the backlight, with 1 CCFL (cold cathode lamp) per unit, each 5mg mercury calculation, then it will reduce 740kg of mercury pollution, greatly reducing environmental pollution.
